The Parking Industry Expo reaches out to dozens of experts in all areas of the Parking World. These are consultants, vendors, senior parking managers in cities and universities as well as parking operators and parking facility developers. We asked them to participate, we did not simply put out a “call for papers.” It’s much more difficult to develop a program this way, but it means that you will receive the best information from the finest sources available.

Paul E Basha, P.E., P. T.O.E., has more than forty years of experience as a transportation planner and traffic engineer, approximately one-half with each the public and private sectors. Paul is a Faculty Associate at Arizona State University where he has taught traffic engineering undergraduate and graduate courses since 1996; in addition he's taught several traffic engineering workshops. Paul has received six awards from professional organizations. He published five articles in the Institute of Transportation Engineers Journal and made 27 presentations to professional transportation organizations. Paul also served on the Institute of Transportation Engineers Review Committees for the Trip Generation Handbook 3rd Edition, Trip Generation Manual 10th Edition, and Parking Generation Manual 5th Edition.

As a proven leader in the parking industry, Bryan is responsible for seeking out and forming strategic partnerships with some of the most innovative companies in the industry.  After an alliance is formed, he is also responsible for maintaining and expanding those relationships.  His efforts have helped keep Amano McGann in tune with parking patron’s needs and securing technologies that bring them the best product offerings in the industry.

Dr. Subhash Challa

Founder & CEO of SenSen Networks Ltd

Dr. Subhash Challa is the founder & CEO of SenSen Networks Ltd, a leading supplier of AI enhanced process automation software for Smart Cities applications. With deep and passionate interest in taking ideas to usable products, he spent over a 15 years in R&D and product development.  Prior to taking up the full time role @ SenSen Networks in January 2012, he was a Senior Principal Scientist at National ICT Australia, University of Melbourne. He started his professional career as a Research Fellow at the University of Melbourne in 1998, where he led a number of tracking and data fusion projects. 

Dr Challa was the Professor of Computer Systems Engineering at the University of Technology Sydney from 2004-2007 where he mentored several Doctoral students to completion in the areas of Bayesian Estimation Theory, Object tracking, Sensor Networks, Computer Vision, License Plate Recognition, Facial Recognition and Data Fusion. He co-authored over 150 papers and the reference text, “Fundamentals of Object tracking”, that unifies disparate advances in estimation theory and object tracking into a recursive Bayesian framework that was published by Cambridge University Press, July 2011.

Dr Challa received his Ph.D. from Queensland University of Technology, Brisbane, Australia in 1999. Part of his Ph.D. was accomplished at the Harvard University, Boston, USA. He is also a Tan-Chun-Tau Fellow at Nanyang Technological University, Singapore during 2002-03. Dr Challa also holds a Bachelor’s Degree in Electrical Engineering from JNTU, Kukatpally, India.

Barbara J. Chance, Ph.D.

President and CEO of CHANCE Management Advisors, Inc.

Barbara J. Chance is the President and CEO of CHANCE Management Advisors, Inc. (CMA) of Philadelphia.   CMA provides parking and transportation consulting to municipalities, colleges and universities, medical centers, special event venues and other public and private owners of parking and transportation functions.  The firm has worked in over 30 states in the U.S. as well as in Canada, Lebanon, and Kuwait.  (It just goes to show that parking can take you a lot of places!)

Dr. Chance holds a B.A. and an M.A. from Kansas State University, and a Ph.D. from the University of Nebraska at Lincoln.  She was a professor at the University of Texas at Austin, teaching courses in advanced transportation studies, urbanization, city planning, and public policy.  She also served on the faculty of the Council for Advanced Transportation Studies and was an appointed Planning Commissioner for the City of Austin.

In Philadelphia, she was employed as the first Director of On-Street Parking and was responsible for combining the functions from 13 City departments into the On-Street Bureau.  Her responsibilities were to develop, implement, and manage a new program to consolidate all on-street parking functions and manage a staff of 250.  She organized nine operating branches, including parking ticket processing, parking enforcement, parking meter operations, regulations and signs, residential permit parking, and a city-wide communications system.

Later she founded CMA to provide consulting services.  She was selected as the International Parking Institute’s Parking Professional of the Year in 2011, and she was a Founding Leadership Board member of Women in Parking.  She has served on the IPI Board of Directors, is an Accredited Parking Organization site reviewer for the IPI, and is designated as a Parksmart Advisor, trained to lead clients through the certification for sustainable parking facilities.

Christopher D’Antuono

COO and Chief Counsel, Barnacle Parking Enforcement

Mr. D’Antuono is a seasoned executive with diverse experience in corporate law with an emphasis on securities law, international regulation, IPOs, mergers and acquisitions, corporate finance and corporate governance. Before joining the Company, Mr. D’Antuono was the General Counsel and Corporate Secretary of GFI Group Inc. (NYSE: GFIG) from October 2013 to October 2015, where he successfully led the Company through a number of complex negotiations, including a public merger/management buy-back and a hostile takeover/proxy contest, culminating in a sale of the Company at a value of nearly $1.0 billion.   Prior to assuming the duties of General Counsel, Mr. D’Antuono was GFI’s Vice President, Assistant General Counsel and Corporate Secretary. Before joining GFI, Mr. D’Antuono was an Associate with the law firm of Cadwalader, Wickersham and Taft from 2000 to 2004, where he specialized in mergers and acquisitions, commercial agreements and securities law.

Kevin Dougherty

Mr. Dougherty is an experienced leader, engineer and longtime entrepreneur with product development and IT expertise.  He credits his leadership skills and management style to his six years as a decorated Marine Corps Officer, including deployment to Afghanistan in support of Operation Enduring Freedom.  An IT and Cyber Security expert, Mr. Dougherty chose to leave the Marine Corps to pursue a career in the private sector.  Mr. Dougherty jumped at the opportunity to be a founder of the company and bring the windshield enforcement idea to life.  His creative marketing, leadership, and outside the box thinking have helped to accelerate the development and growth of the company, going from concept to market in less than 3 years.

He is often quoted by news media throughout North America and elsewhere. As the chief executive of two technical assistance centers, he provided organizational development, marketing, fundraising and other management support to more than 500 nonprofit organizations.

As a consultant, Feehan has helped downtown and business district organizations as well as units of government develop visions and missions, strategic plans, innovative programs, and transformational processes.

Brooke Feldman

As an economic development specialist for the City of San Leandro, Mariana Garcia manages business attraction and retention programs, facilitates strategic development projects, and serves as a liaison between businesses and the City. 

Recently Mariana was tasked with implementing San Leandro’s Downtown Parking Management Plan, a collaborative effort to transform San Leandro’s parking. Mariana now manages the City of San Leandro Parking Program (ParkSL) and is responsible for planning, organizing and directing parking policies, activities and budget for the parking program. 

Mariana earned her BA in International Economics from the University of San Francisco and her MBA in Responsible Management and Sustainable Economic Development from the United Nations University in Costa Rica.

Stephen  has been in the parking industry for 17 years.  Throughout his career, Stephen has worked extensively with dozens of communities across the  country to implement leading technologies and best practices.   Currently, Stephen is the Vice President of Parking, North America for Parkopedia.  At Parkopedia, Stephen works closely with municipalities,  parking operators and complimentary technology partners to help  facilitate a seamless parking experience within the connected  automobile.  Stephen has served on the MSTPA Board since March 2016.   Stephen is an active International Parking Institute member having  previously served on the IPI Technology Committee and is currently the  Co-chair of the Conference Program Task Force and member of the IPI-DataEx Working Group .  Stephen earned his CAPP in 2012.

Samuel Hinson is the Business Unit Leader for Payment Card Industry (PCI) Business Unit and the Technical Risk Services Business Unit. A Certified Information Security Manager (CISM), PCI Qualified Security Assessor (QSA), Payment Application Qualified Security Assessor (PA-QSA), and PCI Professional (PCIP); Mr. Hinson is also a principal information security and risk management consultant and assessor providing Drummond Group clients with PCI Data Security Standard (DSS), Payment Application DSS, and technical risk assessments in addition to subject matter expert consultations. Mr. Hinson has been a certified assessor qualified to perform PCI assessments since 2004. Kevin Holliday is a Senior Associate with Dixon Resources Unlimited. Kevin is an experienced urban planner with public and private experience who brings firsthand knowledge and program management skills to the DIXON team. Earning his stripes through his work with the high-profile SFpark program, Kevin went on to manage one of the largest vanpool programs in the country. Throughout his career, Kevin has forged productive working relationships with fellow planners, meter shop technicians, department heads, and external government officials. He has written and edited RFPs and has overseen evaluation processes for multiple procurements, most recently negotiating a $45M procurement for the Metro Vanpool Program Vehicle Supplier bench contract for LA Metro. Kevin has demonstrated his ability to successfully navigate relationships with suppliers and consultants.

She also writes a monthly column, ‘The Modernization of Business,’ for Parking Today, and, in 2016, was awarded the National Parking Association’s Top 40 Under 40.  In her free time, Kathleen is always up for a good adventure, and you can find her skydiving, whitewater rafting, and hiking 14,000-foot mountains.

Blake Laufer

Blake Laufer is a self-proclaimed Parking Nerd.  He started his first company in the 90’s building management software for parking, and then sold to T2 Systems in 1999.  While at T2 he stayed for 12 years full-time, leading all of product development, and then 5 more years working part-time on research and technology projects.  In 2017, he left to found his latest startup company, MiStall Insight, using cameras to measure demand and provide Yield Management tools for surface parking lots.  Blake has written numerous articles, including several for Parking Today, and has presented all over North America as well as in Europe and the Middle East.

Brandon Leonhard, a valuable DoubleMap employee, has quickly become a leader in transit technology. Over the past few years, Brandon has helped expand DoubleMap’s client base from 40 to over 160 clients including public transit systems, Fortune 500 companies, top universities, and international clients. Brandon has in-depth knowledge supporting transit-specific technologies including: CAD/AVL, AVA, APC, GTFS, Transit Signage, and Mobile Ticketing. Emmanuel Lereno, PhD

Emmanuel has a PhD in Business Intelligence and Machine Learning. His research topics cover the selection of relevant data sets and decision making using Deep Learning techniques. Emmanuel applied his research to economic models and stock exchange risk predictions.

Emmanuel joined Flowbird in 2005, and is now the Senior Vice President of Digital Strategy for the North American market. He’s in charge of managing the biggest key accounts for Flowbird in the US and Canada and defining the global strategy for the data oriented innovations in this market.

Michael W. Lowder
Director, Office of Intelligence, Security, & Emergency Response

Michael W. Lowder serves as the Director of the Office of Intelligence, Security, & Emergency Response (S-60) for the U.S. Department of Transportation.   A member of the Senior Executive Service, Mr. Lowder is the Department’s Emergency Coordinator providing leadership for all departmental civil transportation intelligence issues, security policy, and emergency preparedness, response, and recovery activities related to emergencies that affect the viability of the transportation sector.

Prior to this Mr. Lowder served as the Deputy Director of the Response Division for the Federal Emergency Management Agency (FEMA) in Washington, D.C. where he was responsible for policies, and procedures and for response operations in major disasters and emergency incidents, and other Incidents of National Significance.  Mr. Lowder has been designated and served as both a Principal Federal Official (PFO) and a Federal Coordinating Officer (FCO).

Mr. Lowder has served as the Response and Recovery Division Director for FEMA’s Region IX, in San Francisco, California.  Mr. Lowder was a member of FEMA’s National Emergency Response Team (ERT-N), and the Domestic Emergency Response Team (DEST), and has worked on numerous disaster and emergency operations throughout the United States.

Prior to his work with FEMA, Mr. Lowder has more than 25 years of experience in the law enforcement, fire, and emergency services field in the State of North Carolina as a Special Agent with the North Carolina State Bureau of Investigation, and as the Director of Emergency Services with Bladen County, North Carolina.   

Mr. Lowder has represented the U.S government at conferences in Russia, Australia, Japan, the United Kingdom, Taiwan, and Turkey, as well as throughout the United States.  Most recently, he represented the U.S. at a NATO-RUSSIA counter terrorism exercise in Kaliningrad, Russia.   He serves on the Executive Board on the FBI’s National Joint Terrorism Task Force (NJTTF) as well as representing the Department on National Security Council (NSC) and Homeland Security Council (HSC) policy committees and advisory groups.

Muhammad Mansoor 
Enforcement – Lessons Learned from Chicago and the surrounding communities

In his current role, Muhammad is responsible for some of the most complex parking enforcement programs and integrated parking management systems, and has direct responsibility over the operational and strategic decisions for more than 15 contracts throughout North America.  In his 18 year career, Muhammad has led the implementation of multiple first generation parking enforcement programs, large scale parking and transportation programs, including public-private partnerships across North America.  He also leads Serco’s Parking Services Center of Excellence (CoE), where he ensures best practices, consistent approaches, and is responsible for assessing current and spotting future industry trends. As a subject matter expert across a broad range of parking programs, Muhammad is often called on to assess operational efficiencies and the application of new technologies. 

Muhammad is an active member of IPI, NPA and various regional parking associations. He is a member of the Serco Leadership Development Program and a Six Sigma Yellow Belt recipient.

Paul McIlvride
AIRPORT PARCS/PGS – Emerging Technologies and Trends

Paul says, “being passionate about parking can be a disease, just ask any of your colleagues”.

Paul commenced his industry “exposure” as a Management Consultant to a Parking Operator in the mid 1980’s.

That led to various periods of developing his own Parking Operations Company, purchasing Garages, continuing to act as a Parking Consultant and finally settling on ownership of an Equipment Supply Company in Australia in 1990.  Partnering with DESIGNA in 1998, is where he says he found his “home”.

Don’t let the Australian accent fool you, he’s not spent all his time in the outback!

Originally a qualified Accountant, his “numbers” experience and years in many countries around the world has seen the development of many skills which Paul says are definitely very valuable in the parking industry.

Moving to New York in 2016 to Bid and then head-up the Team delivering the Port Authority of New York and New Jersey Project for DESIGNA, Paul’s wider role with Major Projects for DESIGNA has allowed him to gain a broad understanding of the emerging trends in the industry in the US and around the world.

Living in New York has been a big change from Sydney and has allowed Paul to enjoy his addiction to music and live shows.

Scott is an original member of the Barnacle Parking team.  After over ten years of public service as an active duty U.S. Marine and professional Fire Fighter, Scott joined the Barnacle to help lead Business Development.  As a Major in the Marine Corps Reserves, he currently serves as a Logistics Planner.  When he is not in uniform or solving customer’s parking problems, you can find him at the beach with his family, working in his yard, or at his Crossfit box.  He currently lives in Wilmington, NC with his wife and two children.  He holds a BS in Safety Engineering Technology from Eastern Kentucky University and MA in Leadership Studies from Marshall University.

Vincent Paul Mowad is a Business Analyst for CHANCE Management Advisors, Inc. who participates in the development of financial pro formae to support parking system analysis and project future financial performance.  Mr. Mowad’s areas of expertise include:  visualizing data through GIS and Business dashboards as well as a wide variety of duties focused on parking and transportation planning, supply and demand analysis and forecasting, and program financial analysis.  He supports the firm’s parking and transportation master planning engagements, and develops detailed revenue projections and optimization analyses involving parking rate forecasts, and operating cost and debt financing projections.  He is currently studying for his Master of Business Administration in Finance at LaSalle University, Philadelphia, from which he also holds a Bachelor of Science degree in Business Administration.  Vincent is currently a member of the International Parking Institute’s Parking Research Committee and Curb Management Subcommittee.

Vanessa Solesbee, CAPP, is Parking & Transit Manager for the Town of Estes Park, Colorado which is the gateway to Rocky Mountain National Park. In her role, Vanessa manages on- and off-street parking for a mountain community that welcomes 4-6 million visitors each summer. Vanessa also manages Estes Transit, a free seasonal shuttle system. Before joining the Town staff, Vanessa worked as a planning consultant, specializing in public involvement, a role that took her all over the US and world. Vanessa is co-chair of IPMI's Parking Matters committee and previously served in the Board of Directors for PIPTA. Vanessa lives in Estes Park, CO with her husband John and two young daughters Ava Fox and Ella Bee.

Jill Velan

Jill Velan is the Parking Division Manager for the City of Evanston, Illinois and deals with all things parking within the municipality.  The City parking system includes three parking structures, 1700+ metered spaces, 30+ parking lots, and 20+ parking districts.  Included in the Parking Division are 13 Parking Enforcement Officers who enforce parking seven days a week.

Since coming to the City in July 2017, Ms. Velan has implemented a new adjudication and citation management system, expanding the capabilities of the ParkEvanston App, outsourced the crossing guard program and starting using the Barnacle. Coming in 2019 the City will have stickerless permitting.

In her past life, Ms. Velan was the Parking and Mobility Services Director for the Village of Oak Park, Illinois. Ms. Velan also has over twelve years of experience is local government management as a Village Administrator for the Village of Antioch and an Assistant Village Administrator for the Village of Lincolnwood. Ms. Velan holds a Bachelors in Psychology from the University of Kansas and a Masters in Public Administration from Northern Illinois University.
